And he was in the middle of doing his job, cutting the branches off the tree in my alley to make room for the electrical wires that it was blocking. (AKA fixing a saftey hazard). I was uptairs, and my cat was right below me downstairs, and the dude waved. So I went downstairs to see who he waved to, and it was my cat.
